The Haverhill Police Department is committed toward working to make Haverhill a safe and desirable place to live, work or visit. We partner with the community to solve problems and improve public safety in a manner that is fair, impartial, transparent, and consistent.
The Massachusetts Emergency Management Agency (MEMA) has worked with Governor Maura Healey's office to secure an administrative declaration of disaster for the storms that occurred on August 8th, 2023. What that means to you is that all residents and businesses that were affected in the Counties of Essex, Suffolk and Middlesex may be eligible for the Small Business Administration (SBA) loan to help them recover from the flooding event of Aug 8th. These SBA loans are for both businesses and residents. The Application Filing Deadline for Physical Damage Loans are November 20, 2023. The Application Filing Deadline for the Economic Injury Loan is June 20, 2024. Applicants for these loans may apply online, receive additional disaster assistance information and download applications at https://disasterloanassistance.sba.gov/ela. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.
The Police Chief is the Executive Head of the Department and is responsible for the management, planning, direction and control of the Department. In addition to the Police Chief, the Haverhill Police Department has a Deputy Chief who is responsible for the direct oversight over the three Division Commanders, each of whom have direct command over the organizational components of Patrol Operations, Criminal Investigations and Administrative Operations. The Chief’s office is also staffed by an Administrative Assistant who provides for the efficient operation of the office, whose duties include reporting, budgeting, maintaining personnel files and payroll. All internal affairs investigations are overseen by the Office of the Chief as well.
The Haverhill police Department Records Division stores, retrieves, distributes, and disposes of police reports. Police reports include incident reports, supplemental reports, motor vehicle crash reports, and arrest reports. Reports are stored both digitally and in paper form. The Records Division’s hours are Monday through Friday 8:00am to 4:00pm, excluding holidays.
The Patrol Division are the first responders, responsible for the initial investigation of all offenses, crimes, traffic accidents, disturbances and all other incidents that require a police service, such as traffic enforcement, first aid and fire calls.
The Narcotics Unit of the Haverhill Police Department is committed to investigating all forms of criminal drug activity in Haverhill. We believe that the citizens of Haverhill are our best resource of information. Enforcement, prevention, early intervention and awareness to the drug problem are all equally important. We strive to make Haverhill a safe city for all our citizens and to reduce the frequency of drug related crimes.
The Haverhill Police Traffic Safety Unit is dedicated to promoting and improving traffic safety through education, analysis, and enforcement.
The Criminal Investigations Unit is responsible for investigating and following up on major crimes that are committed within the City of Haverhill. Cases are assigned according to solvability factors, seriousness of the offense and past history. Criminal Investigations Detectives are responsible for crime scene processing, including recovery of latent fingerprints, sketching and photographing scenes as well as recovery and preservation of physical evidence.
The Haverhill Police Department Gang Units mission is to enhance the quality of life for our community now and in the future. We will achieve this goal by setting the highest standards of professionalism and providing a proactive level of service and protection to the public to reduce violence, particularly concentrating individuals affiliated with gangs or violent criminal behavior.
Community policing, or community-oriented policing, is a strategy of policing that focuses on building ties and working closely with members of the communities. The central goal of community policing is for the police to build relationships with the community through interactions with local agencies and members of the public, creating partnerships and strategies for reducing crime and disorder.
The Administrative Division is responsible for several key functions within the Police Department. The Division is responsible for: all police training, scheduling all personnel, communications/dispatch center, records management, building maintenance, fleet maintenance, management of police grants and special city events.
